On September 17, 1787, the Constitution was signed. In Philadelphia, they celebrate at Independence Hall. The document begins with "We the People," which was written by Gouverneur Morris, who had a wooden leg and a way with words. The Constitution has been amended 27 times. The first ten amendments are the Bill of Rights. The 18th Amendment banned alcohol. The 21st Amendment unbanned it. This is the only time the Constitution was used to cancel itself.
