The anniversary of the adoption of the Universal Declaration of Human Rights in 1948. The day is observed with events organized by human rights groups, and the demands include an end to arbitrary arrests, an end to torture, and the protection of freedom of speech. AHA! moment: Uganda has a vibrant civil society, but it also has a government that is increasingly intolerant of dissent. The Public Order Management Act (2013) gives the police the power to block any public gathering, and the Computer Misuse Act (2022) criminalizes "offensive communication" online. The result is that Ugandans are increasingly self-censoring, and the Human Rights Day is both a celebration of rights and a demand for their protection.
