Palau's relationship with the United States is complicated. The Compact of Free Association gives Palau financial aid and military protection in exchange for strategic access. Every Palauan household has a relative in the US military, and Palauans can serve in the American armed forces despite being citizens of another country. AHA: Palau has the highest per-capita enlistment rate in the US military of any country outside the United States. A nation of 18,000 people that banned nuclear weapons from its territory sends its sons and daughters to serve in the American military.
