Mali declared independence from France on September 22, 1960. The military parade marches down Independence Avenue, the president gives a speech, and fireworks burst over the Niger River. The flag is green, gold, and red. The national anthem is sung with the kind of passion that makes you forget the country has had four coups. The day is both celebration and reckoning, because independence did not deliver what was promised, and every Malian knows it.
